Posted: November 6, 2026
Our client is a boutique consulting firm delivering strategy, process, technology, and training services to public-sector and commercial clients across the Gulf South. The firm is built on inclusion, transparency, and accountability, and is known for delivering predictable outcomes for the agencies it serves.
The Role
As the Medicaid Eligibility Product Owner, you'll be the voice of the state and its members inside the delivery team. You'll turn eligibility policy into a clear, prioritized backlog, so the people who depend on Medicaid get accurate, timely decisions. You'll partner with state agency leaders, policy experts, and technology teams to make complex rules simple to build and easy to use.
What You'll Do
• Own and prioritize the product backlog for the state's Medicaid eligibility and enrollment system, balancing federal mandates, state policy, and member impact.
• Translate eligibility policy (MAGI and non-MAGI rules, renewals, verifications, and notices) into clear epics, user stories, and acceptance criteria.
• Lead impact analysis for new federal and state requirements, including H.R. 1 provisions such as community engagement requirements and more frequent renewals.
• Partner with state policy and program staff to clarify rules, resolve ambiguity, and document decisions.
• Work side by side with Scrum Masters, developers, testers, and business analysts through planning, refinement, reviews, and acceptance.
• Accept completed work against acceptance criteria and policy intent, and support user acceptance testing with state staff.
• Coordinate dependencies with adjacent systems and programs, such as SNAP, MMIS, and managed care organizations.
• Track product outcomes, such as processing timeliness, auto-renewal rates, and error rates, and use them to guide priorities.
• Communicate progress, trade-offs, and risks clearly to agency leadership and project stakeholders.
Required Qualifications
• 5+ years of experience as a Product Owner, product manager, or business lead on government or healthcare systems.
• 3+ years of hands-on experience with Medicaid eligibility, enrollment, or integrated eligibility systems.
• Working knowledge of Medicaid eligibility rules, including MAGI and non-MAGI categories, verifications, and renewals.
• Experience writing user stories and acceptance criteria and managing a backlog in Jira, Azure DevOps, or a similar tool.
• Experience working in Agile or Scrum teams.
• Clear, plain-spoken communication with technical teams and agency executives alike.
• Bachelor's degree or equivalent experience.
Preferred Qualifications
• Certified Scrum Product Owner (CSPO), SAFe POPM, or a similar certification.
• Experience with federal Medicaid requirements and CMS oversight, including state system certification.
• Familiarity with SNAP or other integrated eligibility programs.
• Experience with Mississippi Medicaid or another state Medicaid agency.
Our client is an equal opportunity employer. All qualified applicants will receive consideration for employment without regard to race, color, religion, sex, sexual orientation, gender identity, national origin, age, disability, veteran status, or any other protected characteristic.
